1) learn english. You can't run a service if you don't know english at all.
2) it's illegal if you don't have a license. You can only earn about 20-30€ per month legally.. depending on your expenses.
3) Since you have no clue at all, you should ask the support to do it for you. They might do it for free..

if you got a licence, you have to provide the tax ID and an impress, otherwise it's still illegal and I don't see a Tax ID in your thread.

The laws you mention aren't valid everywhere.
Did you consider that he's maybe living somewhere else than Germany?
