[Problem] ERROR: Can not connect to MySQL-Server

I don't know if it's the right section, Excuse me if it's the wrong one.

I'm trying to connect my website to my database on my dedicated server and nothing I can do works, It always says ERROR: Can not connect to MySQL-Server. I opened sql ports (3306), Enabled the protocols

, tried with firewall disabled/enabled and I also tried the mysql commands

$ mysql -u root -p
Enter password:

mysql> use mysql

mysql> GRANT ALL ON *.* to root@'IP' IDENTIFIED BY 'my-root-password'; 

mysql> FLUSH PRIVILEGES;

nothing works.. (yes I wrote the right config in my files)

Is there any one that knows the answer?
