The Game Masters have personally visited the training camp for new recruits and implemented a series of shrewd but highly effective training plan for new comrades.
Rank-boosting items will be given these new comrades and it consists of:

Special Package consists of: Points X2, Double Up, Fast Switch, Headshot Point +5%, Pick Up Weapon, Add Weapon Slot.
The Shark Knife is a dangerous melee weapon that also gives Point +30% and SP +20%.
Soldiers who can get items:
Existing soldiers who are ranked Trainee to 2nd Lieutenant
New soldiers who sign up for a DFIGames account from 1st December 2011 to 31st December 2011
If the above soldiers reach 1st Lieutenant, you will get 200 D-Coins FREE! Only between 1st December 2011 to 31st January 2012.
*note: existing players who are already 1st Lieutenant or higher are not eligible for these prizes

What this event that you are referring that will give players DCOINS and SPEED PACKAGE if they play 3 Hours a day.
Those who can avail/recieved of the 200 DCOINS and Speed package last time i check are those that registered by last December 2011.
150 DCOINS for recruits and 200 DCOINS for the referrer (not just DCOINS but a whole plethora of rewards, and a perma SKULL M4A1 with 500 DCOINS for the top 3 referrers)on the Recruitment Drive but that is already over as of JAN 31, 2012.
Notes:
In-Game Time is not equal to the time your logged in the Game instead it is the sum of the time you are actually playing (e.g. firing your weapons - time spent on the lobby is not counted).
and you are correct that players should always check their redemptions - they also should check the official forums for stuffs like these.
