[HELP] 3 Questions for all

Hello Guys,
i have some question for that ppl who knows with Shaiya PServer and hope you can help me to get my server better .

1. I want to edit Vault Guild´s Vendor ( is a Merchant at Bootlegery ) that he sell other Items like Lapisa , Runes , Lucky Charm and more for Gold ( but the real price and picture must be in it too so all can see what it is and how much it cost real )

2. I want to make that DD2 Scorpions dropps lvl 5 Fortune Coins and all other mobs the drop rate a bit higher

3. I want to make that ppl who are lvl 60 i can make to 70 ( ok that i know in DB ) and than they can get the EP 5 Gears and Weapons ( when get /getitem .... i become it but cant use it and my GM is 70 )

My Server is EP 4,5 atm and all other works , get free AP each minute and other stuff but only these things are hard to find somehing which can help clear and thats why i ask you here now. I wish someone can help me here that i can play with my friends again and all works fine.
But perhaps you can answer in German cause i am German and than its easy to understand what you mean and when you can only answer english its ok than i try out find what you mean
