/warning works. It's kind of cool, actually, the warned player gets a personal little GM chat flash with whatever you typed. It's gotta be written like this:
/warning PlayerName "warning message."
Then they see a [warning] on their chat box in bright red (if they're paying any attention) and know they were bad. ^^

That's because you weren't using the right "formula" for the command; so the system understood that you were trying to use /warning, but it didn't know who to send it to, or what to send. Make sure to put the message in "quotes" after the player's name, and it'll work fine, no more error message. =)
As for the /notices, they go like this:
/notice "message" <-- for everyone
/cnotice "message" <-- for your faction only
/gmnotice "message" <-- for online GMs only
/znotice "message" <-- for the map you're on only
/wnotice PlayerName "message" <-- for that player only
Make sure you get the PlayerName right for /wnotice, or it won't work. For all of them, the notice message
has to be in quotes, or they won't work either. Now have fun! =D
