Clear way to GM force/skill buffs

may i ask what is the status of this on RFOPh, i tried it about 2 weeks ago and it didnt seem to work, since buffs do get cancelled and all but a message comes out saying you cannot use it in "blah blah blah (number) sec"

I followed the steps but nothing happening i'm standing buffed and buffs have their usual time does it still work on official servers? And 1 more question when I change the 5th value I need to change to the correct race buff or I can chose whatever I want?
And when I'm trying to send the packet in WPE i got error on the bottom line on the left side of the window
