That error is received when you have not properly defined a correct address for the Game Server to connect to the Database. In my opinion you should do the following:

-Running Local-
1. Extract Rappelz Redemption Repack V1.02 into the preferred location **Windows Vista/7 64-Bit users beware do not use C:/Program Files (x86)
1.1. Extract the Database Backup Folders contents into the Root of your 'C:\' drive
2. Open Microsoft Sql Studio or (SSMS) 2008 R2
2.1 Click Login (Use Windows Authentication)
2.2 Right Click 'Databases'
2.3 Click 'Restore Database'
2.4 In 'To Database' type 'Arcadia'
2.5 Under 'Source for restore' select 'From Device' and click the '...' button
2.6 Click 'Add'
2.7 Scroll down until you see 'Arcadia.bak' select it and press 'Ok'
2.8 Check the 'Restore' box for 'Arcadia-Full Database Backup' and click 'Ok' Reminder: Always select the bottom Restore Point.
3. Repeat steps 2-2.8 switching the Database being restored to Telecaster and Auth.
4. Right click each database after restoration has completed:
4.1 Select 'Properties' then select 'Files' on the left hand list.
4.2 In the field 'Owner' type 'sa'
4.3 On the main tree click 'Security' then click 'Logins' then select 'sa'
4.4 Double click sa. Clear both password fields and then uncheck
'Enforce Password Policy' then click ok.
5. Launch Login Server Wait until fully loaded
5.1 Launch Game Server Wait until fully loaded
5.2 When game server has finished loading and displays that is has connected to Auth,
bring the 'Login Server' into focus and type the following on at a time:
start_service
set game.open_external
6. Open Notepad/Intype or your preferred text editor and paste in the following:
Remember to change '127.0.0.1' to your Hamachi or External IP
6.1 Click 'Save As' then select the drop down list beside 'File Type' and select 'All Files'
6.2 In the 'Name' box type 'Launcher.bat' Reminder: The 'Launcher.Bat' must be saved to your AOR directory.
7. Launch the Client

ummm if it didn`t work just do like what i`ve done
i think it was luck first time but it was working next time perfectly ~~
when you open from 1.2 it doesn`t work but if you put the 1.1 arcadia repack in the same place just make the changes which are game server or any other thing ^^ and then open it from 1.1 and here goes the magic
(if you use 1.1 then ignore this solution)
and if you`re using 1.1 from the first then the databases are corrupted~~
