It's been moved from October 29 to October 31, and there's a few elitepvpers users in the closed beta list. That's all we know,so far.

Not for free, no. SRO files have been released and we see new servers opening each week, none of them lasting more than a year and there is no serious server atm, except for 2 or 3 very old ones, but there is no point in starting on them.
