I need help with SSE 3.9

Hello i got BIG problem with SSE 3.9 ;( I need to do this on hamachi but i can't.
I enter in config my hamachi ip:5.133.173.240 port:15779. Loginserverip: 5.133.173.240 port 15780.
Leater i go to server start in servers.ini i enter my ip 5.133.173.240 port15779
and GameserverIP: 5.133.173.240 and port 15780 - when i change it to 15779 i got error 'Adress in use" when i start it in launcher i don't see any start and info about uptade.
i give here my Servers.ini and Config.ini in txt file. Someone can repair this problem please ? BIG thanks !
