How about this?

Cap 90
More than 80 new quests, which rewards great EXP and SP
PVP quests (kill 50 player in arena, etc.)
balanced eu vs ch pvp (european damage lowered, new effects added to CH skills)
some silk items for free
old job system
new areas like GNGWC room, prison with uniques
more ideas are also welcome..

I really like low rates, but most of the players want high rates.. i was thinking about 20-30x rates.
and EXP scroll for double exp would be available for gold.

100 Cap , PVP , Drop rate kinda hight 1elx per mob ,Silks = yes ( enghout to buy an full avatar only ) ,New areas , new avatars , new mounts , Job events and more

If 90 cap, put at least 15x ~ 25x rates (just an opinion).
And make a server that players need to get united and lvl in 8/8 party.

Put new areas and objectives for players being actives: like Job Wars, unique hunting.

Rewards for pvp.

Open a temple for thiefs, hunters and traders with uniques inside to create more challenge and good drops from them.

At ctf and arena put some new rewards like coins or silk items or even special items.

Try to put egypt set to 9dg (if i'ts possible).

Tiger girl - spawn it in a new area that is restricted for 40+ ~ 60+ players (like teleport or other thing). The same thing with other lvl system restriction for Uruchi, Isy, Captain Ivy, etc.

people who loves high rates get level 90 in 1 min they are dumbshit ..

80 Cap is still the best with or without the euros. With that 300 mastery level cap chinese is strong with extra ice or lightning. It is more fair than bigger caps against eu builds. Another thing that you can`t simply ignore about 80 cap is you will have more mature players instead. Better community for sure.
