don't think that just by editing a couple of values in your registry you will magically see your ping drop from 1000 to 100 it just won't happen in fact changing the referenced registry value to 1 will cause Windows to respond to every SYN packet, thus doubling the TCP overhead for a connection. While this will likely improve the "ping" rating you get in online games (since it takes a SYN packet less time to be ACKed) it will not increase the actual speeds of data transfer but reduce it.

An RWIN with a fixed value is not the best solution because your ping is always going to vary.
so do this for windows 7 and vista:
1 run “regedit”
2 Browse to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\servic es\Tcpip\Parameters\Interfaces
3 Browse the items under interfaces until you find one that has an IPAddress entry matching the network interface you want to affect (typically LAN IP addresses start with 192.168 or 10.0); note that if your IP address is automatically assigned by a DHCP server you may need to look for a matching DhcpIPAddress instead of IPAddress
4 Right-click on the interface and select New > DWORD (32-bit) Value, name it “TcpAckFrequency”
5 Right-click the new TcpAckFrequency value and select Modify, enter “1″ (Hexadecimal radio button should be selected)
6 Right-click on the interface and select New > DWORD (32-bit) Value, name it “TCPNoDelay” (note that TCP is all uppercase this time – that’s intentional)
7 Right-click the new TCPNoDelay value and select Modify, enter “1″ (Hexadecimal radio button should be selected)
8 Verify that both TcpAckFrequency and TCPNoDelay now show up in the adapter’s property list with types REG_DWORD and values 0×00000001
9 Exit regedit and reboot

I have vista and i do that..
And work!!!! i play SWSRO1 and i have a bit of LAGS O_O

for vista and win7 it doesn't have msmq installed by default only with some patching but thats not important try using my little guide a couple of posts up ^ for vista/win7 users

Ok i have done everything
O/S: Windows 7 32bit
Test: Swsro1 (900+ players but not full)
Result: no more 10 sec freeze , it's still a bit laggy but no more freeze

I've seen this on other forums, post a source, or credits.
Three cautions:
1) Backup your registry before you modify it. This way if you screw something up you can safemode/reload it.
2) If you don't know a lick about computers, your registry is not the best sandbox to be playing around in.
3) Don't download any program that says it will do it for you automatically or give you a key to install. All sorts of wrong can stem from that.
This also does not always work for some people, due to their distance/ISP.

i didnt see it on forums , i found it in an offical website of guides and tips to make better ping latency..

Well, since registration is opened and many people joined especially to SunWorld server 2...unfortunately lags/delay started!
(atleast for me,i never had much lags before!)
Before Swsro2 was Hosted in China, and now in USA, and I am living in Israel, far away from the server host (in united states).
However I searched an VPN Program that connecting to USA proxy, and it really reducing my lags ingame!

I made this guide to show ppl how they can set a proxy to reduce partial lag on chinese private servers, but this won't do a miracle.
When you want to choose a proxy you might want to know from what country the proxy is and the IP of the private server that you are playing.
E.g.: SJsro IP is 219.90.118.210
I recommend to use this site to scan IP's: IP address location of visitors, IP Locator & Geolocation services.

Guide -- (Sorry the information on my computer is dutch because im from Holland but its most likely the same interface as yours)
For all people that experience lag problems heres a little guide to help you
- First of all download the ATI or GeForce update
