when Joymax made the files(at that time) they code the formula for damage as a Int16 data type(this could be done to avoid any bug that increases the damage(the most HP a mob had was Lord Yarkan with 9353045)
there is no way to change this without having the source code for both server and client
also, Im pretty sure that VSRO 1.188 files limit is 4b(int32 is 0-4,294,967,295)
