How to activate Pvp Cape?

Anyone has any idea how to do this ?

Same as Murgen say and just add the caps to accessory NPC and remove the new pvp Icon from Action (A) .

I tried just to spawn some capes and give it to some guys. but they couldnt attack each other..

The system is probably disabled from the gameserver and it wont work.
