So in how far does a HWID-limit affect them? In case they got two computers there will be no change at all.

They both played with proxy so they had 2-2 chars.
But if both HWID and IP limit will be 2, they will be able to use only 1-1 char.

Actually they can still use four chars, all they need are two computers and a proxy.

It's true but they wouldn't need proxy if IP was 4.
