The rumor is you win money. You can't show any proves of this, so it's a rumor. And I dunno what the hell is this punkbuster, I'd never ever seen it.

Punkbuster is

and they will implement it soon on the nfsw.
Is 1 anticheat tool to detect and ban players using hacks. It will detect and log the player history (login account , ip , mac adress etc). If is something wrong this software kick or kickban the account using the hack.
They only did not implemented it yet because they need to fix some bugs first, or the result would be crashes ,lag and innocent people banned.
If you go to your nfsw game directory you will see there 1 punkbuster folder , but it is not active yet.

They are planning it at almost 1 year lol....

Yesterday they tested something related with pb and it means that it is near to come.

I bet this PB is able do be disabled. And the ways to disable it will appear immediately if it will ever be active. Another fail of EA. They'd better continue their airtrading selling teamescapepowerups for boosts lol. A lot of them can be obtained from boostless mystery packs.
