Gibt es ein Plugin das den /op befehl deaktiviert? und /stop am besten auch.
Und das dafür sorgt das nur 3 bestimmte Leute OP sein können....

Ok nun zur Frage, mach einfach negativ Permissions für alles Gruppen und Op einfach nur per Konsole.
Die Permissions :
/op : bukkit.command.op.give
/stop : bukkit.command.stop
