The mysql-service is not running or it can't accept connections. That's why you get the message. It's a dead-end for the connection. No respond. Nothing.

If your mysql server is online,
I think you don't have a user with host = %
So you have to add a new user with host = %

grant all privileges on *.* to 'root'@'%' identified by 'password';

if u done this at local mysql-client, it should be fixed!
