so i moved to another place like country my ip changes ofc, how can i contact admins to tell them? bcz i dont want bann

Don't worry this is absolutely fine. Eventually the system will think thats your new main IP address presuming you're not frequently changing locations. If you're really concerned sent a ticket into Riot Support and have them tell you its absolutely fine. (official riot website of course)
