Yes you are right. Have to talk with my friend who is doing it.
I think his win ratio is like 70%.
I'm thinking about 0,25€ per defeat (NOT intentional one ... tryhard games, voting no etc. ... still you get IP ^^ ) and 0,50€ for win.
But as mentioned, no L# or BoL or other hacking tools. Guy is plat V (well he mains tops but he can do proper games on major number of champs and all lanes).

Yes, his ping on NA is playable. I can guarantee manual games for leveling and chat res. thing.
But for drafts where ping can mean win or defeat ... i cannot be 100% if he can do it on high level but still he can try.
You can purchase 10 games or something.
