That makes 0 sense as to how he is selling RP. For starters, how the hell does selling RP have anything to do with "Terrorist" or "Pornographic" activity. The guy selling RP is only needs you account to load the RP.

And also, if that's a scam site, there's no way that he/she can lock your computer like that. And even if he could, you could simply reset your computer to factory settings.

Actually it's called ransomware virus and it's popular source of income for many internet bad guys. Yeah, people will send you prepaid codes and hope that'll make em free to go. The only problem is how to make cash out of it without leaving fingerprints.
