This guy is a scammer.

He wanted to sell me a plat 5 account for league of legends, which he showed in screenshare over skype. The account name was NeroFaker.

We agreed for a price of 50 euro, which I sent through paypal (friends and family option) as I saw he had some positive feedback on the forum.

Straight away when I had sent the money, he tells me I have chargebacked it as it says so on HIS Paypal page.
I went to paypal, and I see no such thing, nor has the money arrived on my bank account. So there was no chargeback.
I thought this was an issue with paypal, so I contacted them through their web page.
It took forever to get a reply from paypal, and it was inconclusive. So after waiting for two weeks, and still remaining in contact with "C x 9", who still strangely kept in contact (which is why I thought there was no scam), I called Paypal, and they tell me the payment has gone through and if there is a problem with the payment being received the receiver must call paypal to resolve the issue.
I told him this, and he only said "yes I have sent them an email", email is not enough, I was told this by paypal.

I told him to call paypal, and that I will report him being a scammer on the forum if he fails to call paypal and getting this thing fixed.

He has failed to do this. So I deem him a scammer. Do not do business with this person.

He seems to use at least three skype names:
