wont help if he use a proxy log in paypal send money wait like 24-72h and say then to support someone hacked my acc^^

What if you go to the library, make a paypal account, get the 1k Euro on it, spend it on tons of things that you want that does not connect with your IP, how about that? even if he chargesback, both users have win win.

Everyone can refund,even as a gift. The only solution is to wait a week but that will make you costumer mad.
