Is there a good way to get RP

Is there a good free or at least very cheap way to get RP now that the refer a friend thing has changed or is the only way to just buy RP and pay a **** ton for skins?

You can lvl up new Accounts and gift yourself skins.

I think if you are buying a large amount of RP it's worth it to transfer your account from EUW to turkey, buy your RP there (cheaper) and then transfer back.

I thought new accounts didn't get enough RP to gift a skin and I thought the RP couldn't be spent on gifts anyway

400 is enough for skins which are on sale but I'm not sure if it can be spent on gifts

Not that efficent lately, the prices on TR are getting higher and higher
