you just have to copy it into a text file and rename it to *.bat
the batch file needs admin rights to run properly, otherwise you will get an error.
to disconnect from the chat you have to press 1. if you want to undo the changes in the firewall and reconnect to the chat then press 2. it is as simple as that

PD: If you have installed an antivirus like i had, you have to put the code manually on your configuration firewall (antivirus) otherwhise it won't work!

I've done the same for battle.net and it works there, but for some reason not with league of legends. I even double checked the IP,

Perhaps it's a anti virus blocking the command? Not really sure, just double check the IP and make sure you're blocking the right server because NA, EUW, EUNE they all have diff chat IPs
