Riot Points are managed Server Side. If you want to hack Riot Points, you have to hack the Riot Servers, which is simply not doable by some client side programm from the internet. The "hacks" used in the youtube videos are just modifiing the Riot Points number Clientside, they are just fake RP. When to try to shop you'll see that you haven't got enough RP.
For example:
Your game client says: "You got 120 Riot Points"
Now you using a memory hack and replacing the 120 with 120000. The client now says "You got 120000 Riot Points" instead of 120. But u can only use 120 RP, because that are the points you really have.

Na, this isnt right!
It exist a Method, called "Social Engeneering" (Wikipedia RuleZ) with that methode you can "scam" pervert guys or other guys. If its succefull, you can say you "hacked" RP. Cause Social Engeneering ist a hack.
