So how to add new skills? I think I need to edit the skill tree.bin file. But how?

It's just a visual thing, if you don't have enough experience just change an skill you don't use, or create on special skills, like item skills etc.

If somebody has Skill Editor, NPC editor, MobAll Editor and some tools for doing new npc's for ep4 would be great!

These are easily changed in the database. You don't need any tools (with the exception of lod exporter).
