Unhappy GTA Vice City User Files

I download and install GTA Vice City...But i dont have GTA Vice City User Files.Please help me!
Note : I control all computer but i dont see Gta Vice City User Files

I open new User account in my computer and copy this gta to new user.And save 1 mission.Work! I have Gta Vice City User Files in new user account...But i want old user work...I dont know old user why not work.
