Are you using windows xp home or windows xp professional Service pack 1?
'Cause that's the first thing that came to my mind when I saw your screenshot.
Probably due to incomplete system ad-ons or faulty OS installation (which missed a few stuff like some .dlls and runtimes)
Download the C++ and VB6 runtimes at microsoft's site and install them.
Then try running GC again.
