Hmm... good question. Otto shot is basically an exploitation of a glitch. So if we base it on the common knowledge that exploitations of glitches is not allowed, yes, it is illegal in the gaming sense.
But since everyone can do it with a little practice it could be considered, in the normal sense(in real life), morally acceptable.
This is for certain though:
Most people won't care if you do otto shot but they will get angry if they catch you using hacks.
