Loot dice RNG?

Assuming that the RNG for the loot roll is client-sided, is there a way to modify it so that it will never roll below, say, 80 or something like that?

What about mailing or trading bound items? That server side as well?

To trade an bound item is only possible on a PVP server,
you can wear only the one which you wnt to trade and get killed by another Player.
Because you only were the item to trade its certain that you will drop it.
PK-mode on PVE servers does not work.
