I'm from Australia and I used to play DN. One time there was an event to get a Vindictus character to level 20, but that game was US only.
I used this program called ProxyCap 4.20. Sorry this was a very long time ago so I can't give you much more details, but hopefully this might give you a direction to look in.
Just google something like 'proxycap how to play vindictus outside US' and you should get some answers. One tip that's not mentioned much is to close ProxyCap after you have successfully loaded into the game client. It gets alot less laggier, at least for me it did!
