It is possible. It's not a hacking tool, it's an ADMIN Panel. All sites(usually php developed) or games like ragnarok has this.

Its really not hard to make it open,
If you download the .swf and open it in sothnik .swf decomplier, you'll see a folder with Admin Panel...I don't understand in scripting and etc. like people do for NS and i belive they can make this =P
