where do you find Romsa to open the 4th hatchery

U have to go to gobi desert....
she moves around and can be found at 5 locations, where she moves around.

150/580 105/410 330/480 315/280 (the last is somewhere near the southern oasis)

and she/he is called Ramos not Romsa
