Close, but not quite. Users need to have a 64-bit OS with the proccessor. A common thing is a stock pc will come with a 64bit proc and a 32bit version of windows.
Users can check by right clicking in "my computer" and selecting properties, or by doing "windows key" + "break key"
Should say, at least on windows 7 it does :/
