also the admin/'s wouldn't ip block someone unless they were doing something damaging to the site, as in trying to hack the site. breaking the rules (as in inappropriate posts, infected files etc.) isn't gonna get someone ip blocked lol, just banned or warning. also yeh like warmaster said they can just use a proxy then, or if they got a dynamic connection.
