If you're a GM or an Dev, you could use the Announcement console.

there is no way to use chat on all maps currently, maybe if someone knew how to patch it in the exe's it may be possible, but even then im doubting it.

you should ask urself some questions b4 posting them, like "have i EVER seen this on any pserver or even on the original dekaron?" chances are if you answer no to this, then there is prolly no way to do it as of yet.
