No.
As long as it's a windows operating system (lets not be dumb and include 98 or w/e in this lol) it makes no difference.
The most you would have to do between 32/64 bit is swap out a couple dll files to make the source work just the same.
The only difference the operating system would make is if you were using xp there have been tons of people who had issues with the loader making working with newer patch servers a bit more difficult client side but still has NOTHING to do with the source.

I used to have windows Xp on my old PC(32bit) and now i have Windows 7(32bit) and as pro4never said ,it makes no difference as long as you have all files needed.

No... They are equally easy to work with.
The only operating system or architecture that will make things MORE DIFFICULT is using windows xp.

Choice of windows operating system makes virtually no difference to pserver dev. 32vs64 bit requires like 1 file to be changed generally so again, non issue.
That being said, I've heard loads of xp users have trouble with loaders so that would be difficult if you wanted a fairly new patch server.

Why are people saying that Windows XP is better.... Windows 7 is BUILT for multi-core performance and networking.

problems in windows xp are generated by their copy of windows ,because there are lots of modified versions of windows xp on the web and some are missing some files that might be required. You might not know witch framework to use ,me i was always installing all versions ,on some versions of XP as you said some loaders or programs didn't work.i am thinking that you might need to use an clean copy of windows XP.

Or its the OS that works best on their computers,i used XP and now i have win7 on my new PC and the difference in performance is huge.
