192.168.2.3 is an internal IP address assigned to your computer within your LAN (Local Area Network), that can only be accessed by other computers within your LAN. And can not be accessed by other computers on the internet.

That should be the ip you need to give out. What port is your server listening on? 9958?

Ports are probably right, he just hasn't tried a non-LAN IP.

Ya they probably are. I was just going to try opening a connection to the server and see if it's accepted, as I'm guessing he also hasn't opened the required ports.
