Is there a way to level gear or soc gear in TC

I have not dug into the program code for co I was just thinking were does its fig out if it levels, socs or fails on each met you use?

Leveling up gear doesn't depend on sockets, you have as much chance as you would have for non socketed items. The chance of upgrade depends on the item level and quality - higher level/quality items have a much lower chance of successful upgrade.
