So is there currently any exploitable quest to help socket the talismans?
the windbell quest has been patched i believe because you can't drop the necky's anymore. so if anyone knows of another quest i can use or any other way i would like to know

Simply get yourself an itemtype.dat replacement to show quality items on the ground, goto bird island, start killing the crap out of birds or hawks, pick up every refined and put it in the talisman. May take a little while, but you may luck out and find a super to boost the progress by 1000. All good things come in time.
