water's bless reborn

i plvled a water 110 ,i wanna bless rb it .But as i heard many ppl say that water rb below lv 120 just can get bless boots or bs(in this case my water s 110);and many ppl say that water 110 cannot bless rb.So,if i let my water wears my arch's gears(except coat and bow ,lol) so,can i get my boots blessed

I've been out of the game for a while but if i aint mistaking with a 110 water you should be able to bless rb:
- Boots
- Weapon (whatever you can wear)
- Gourd (not sure if this still works)
- Garment (not sure if this still works)

when ur tao lvl 110 u can bless:
1.boots
2.wepon

oh thx,and any problem if i let my taos wear earring,neck,ring too .So,the boots still get bless ?
