You can't change the quality of the arrows.
You prolly saw some "quality arrows" when you viewed someones gear. Well let me tell you, thats a glitch lol, if you view someone who's left hand slot if occupied by a shield or a wep, the next archer you are going 2 check is goin to have arrows of whatever quality thefirrst person had.
Ex: You look at a tro who has 2 super blades, right, so in the left hand slot there is a super item. Now next u check an archer, this archer is going to have super arrows, but thats just a glitch, rlly they are as normal as every1s arrows
