Q: NSD FS no DC??..

i've so a video upload yesterday and it was a FS using BM2+NSD but not getting DC.. i know the method of 1.5 second will not dc you but his NSD was much faster than 1.5 second i think he's using MHS.. my point is he's NSD ultra fast but he doesn't get dc'ed at all.. can any one answer this?..
