I think you have wrong files or did something wrong in the installation.

looking at the code it seems that the files arent chmod to 777 or that some files are missing

The problem is not the hoster! And I think the files are also correct! Change the rights of the files to 777 and ask at the developer borad on r*a*g*e*z*o*n*e*.*c*o*m!
Do you realy think you are smart enough to make a private server? Please learn first a little bit php!

The error I get is after I click the install when asking for an installation path (Picture is attached). I've tried downloading the files multiple times thinking they might be corrupt but that doesn't seem to be the reason. I'm running Windows XP Pro SP3 Thanks
