actually he is a scammer cause the other guy trusted him. You shouldn't trust people with 0 bm rating.in 0 bm rating in both seller and buyer the risk should be taken from the side of the buyer. in all other cases lower bm rating is the one taking the risk or just go with a mm service who has done this job before in this forum.
What i don't understand is why you keep risking your accounts when there are so many rated buyers/sellers.
In my opinion report archlordever in epvpers so he gets banned.He should be as he admited he took the account.

It is against the Terms of Service from Webzen but not against the law. But it is against the law to scam so he could get the guy imprisoned.

It seems to be a rare moment when both accounts get banned, I reported this person for multi-accounting with solid proof but seems none of them are banned.

yes but they can make new accounts u must ban the IP but if they change the Ip they are back so no way to ban the scammers :S
