Help with new effects and services

Hi!
I need some help with new effects. I know they're set on server-side, and I was searching in the source, I've found some things, but I can't make it work.
CTItem::SetGradeEffect: I think this is the function which sets the effect in db, but which file calls it? Which file contains the array of effects?
I've found even the old effects in TClient's source, but I think the services don't get the effects from the client:
